Regional service at a glance

Where Handbag Programmes Ship, and by Which Route
Export experience since 2014 means routing is settled in the first email rather than at packing. The default term is FOB Xiamen: cartons go on board at Xiamen, and freight, insurance, entry, duty and inland delivery from there are the buyer's.
Under FOB the boundary is on board at the load port: export declaration, trucking and terminal handling sit on this side, while main carriage, insurance, entry and duty sit on yours, as the Incoterms comparison sets out. Consolidation runs from 1 cbm and wins below roughly 12-15 cbm. Air from Xiamen Gaoqi runs 6-10 working days, per the freight options guide.
| Market | Usual trade terms | Principal compliance | Typical transport | Document pack focus |
|---|---|---|---|---|
| North America (US, Canada) | FOB Xiamen; DDP | Proposition 65; CPSIA for children's items; 19 CFR 134 marking | FCL to Los Angeles; LCL from 1 cbm; air 6-10 working days | Invoice, packing list, B/L, ISF 10+2, Prop 65 review |
| European Union | FOB Xiamen, CIF, DDP | REACH Annex XVII; chromium VI to ISO 17075; SVHC; GRS; LWG | FCL to Rotterdam or Hamburg; LCL under 12 cbm | Invoice, packing list, B/L, REACH reports, GRS |
| United Kingdom | FOB Xiamen, CIF | UK REACH; chromium VI; nickel release; candidate-list screening | FCL to Felixstowe or Southampton; LCL via Rotterdam | Invoice, packing list, B/L, UK REACH reports |
| Australia and New Zealand | FOB Xiamen, CIF | Composition and origin labelling; ISPM 15 on wood | FCL or LCL to Sydney, Melbourne, Auckland | Invoice, packing list, B/L, ISPM 15 mark, origin |
| Japan and Republic of Korea | FOB Xiamen, CIF | Household Goods Quality Labelling Act; Korean labelling | Short-sea FCL or LCL to Tokyo, Osaka, Busan | Invoice, packing list, B/L, Japanese composition artwork |
| Middle East and Southeast Asia | FOB Xiamen, CIF, DDP | Origin marking; Arabic labelling in the Gulf | FCL or LCL to Jebel Ali, Singapore, Port Klang | Invoice, packing list, B/L, certificate of origin, legalisation |
The port and routing guide covers terminal choice, and the carton cost method shows which shape wins for a given order.
North America: CBP Entries, Proposition 65 and CPSIA
Entry is filed with U.S. Customs and Border Protection by your broker against the tariff classification for the bag's outer surface, and that classification sets the duty rate — see the duty guide. The Importer Security Filing, or 10+2, is lodged 24 hours before loading at Xiamen.
- California Proposition 65. Hardware, trim and dyes reviewed against safe-harbour levels by a third-party laboratory; the output is a written review, not a certificate number.
- CPSIA. Lead and phthalate limits plus a tracking label for children's items; adult handbags fall outside those provisions.
- Origin marking. 19 CFR 134 requires a legible permanent mark, usually sewn in, per the labelling guide.
Los Angeles and Long Beach run 14-20 days from Xiamen, New York and Savannah 28-35 days, and air to Los Angeles 6-10 working days. Canada routes through Vancouver; the LCL and FCL guide covers carton planning.

The European Union and the United Kingdom
REACH (EC 1907/2006) is the frame. Annex XVII restricts chromium VI in leather, azo dyes, nickel release and phthalates by component, with chromium VI measured to ISO 17075; the material safety basics explains each result. The United Kingdom runs UK REACH separately, with entry and EORI held by your importer.
- REACH SVHC screening. Candidate-list screening against the version current at test.
- Global Recycled Standard. Transaction certificates for recycled linings and canvas.
- Leather Working Group. Hides traced to audited tanneries; a tannery reference, not a number issued here.
Regulation (EU) 2023/1115, or EUDR, attaches obligations to the operator placing cattle-derived goods on the EU market, which reaches leather. Where bovine leather is used, request the tannery traceability record. Your importing entity is the operator; no registration is claimed.
Transit runs 28-38 days to Rotterdam or Hamburg and 30-40 to Felixstowe or Southampton. Both are the usual consolidation points, which is why a 3-5 cbm first order travels LCL rather than filling a container.
Australia and New Zealand
Sydney and Melbourne run 12-18 days from Xiamen, Brisbane and Auckland 18-25 days, usually transhipped through Singapore. Those are short bands, so air is rarely needed and a 35-50 day bulk window plus three weeks of water still fits a season.
Every wooden pallet and crate must carry the ISPM 15 mark; unmarked wood is a quarantine risk at the border. Composition and origin labelling follow local rules, and the import risk guide maps the rest.
Japan and the Republic of Korea
Busan runs 2-5 days from Xiamen and Tokyo and Osaka 3-6 days, both short-sea services. Air into Narita or Incheon runs 6-10 working days where a launch date is fixed.
Japan's Household Goods Quality Labelling Act requires composition and handling information, written in Japanese to your artwork. Korea applies its own labelling framework, and which provisions reach a bag is your importer's call. Because transit is short, the 6-10 working days of sampling window is the long pole.
The Middle East and Southeast Asia
The Gulf runs through Jebel Ali at 18-25 days, with Dammam and Doha in the same band. DDP is requested more here than anywhere else, and where quoted, duty, terminal handling and inland delivery are named separately rather than bundled — see the landed cost method.
Singapore and Port Klang run 6-10 working days and Jakarta 8-14 days. Arabic labelling is required in parts of the Gulf and printed to your artwork; halal documentation applies to food and cosmetics, not bags. Certificate of origin is issued through the chamber of commerce, and legalisation adds days.

The Document Pack Every Region Receives
Seven to ten documents is normal, assembled per destination and issued to the buyer.
- Commercial invoice. Value, quantity, tariff reference and trade term.
- Packing list. Carton count, dimensions, weights and shipping marks.
- Bill of lading. Issued to your instruction, to the consignee you name.
- Inspection report. AQL 2.5 under ISO 2859-1, with defect counts.
- Test reports. REACH, Proposition 65 and CPSIA results from an independent laboratory.
- Certificate of origin. Issued through the chamber of commerce, legalised where required.
- Traceability. Global Recycled Standard and Leather Working Group references.
- Packaging evidence. ISPM 15 mark, drop-test result, approved artwork.
No document carries a certificate number invented for the occasion, and none registers an importing entity. The customs primer covers the sequence; inspections and delays covers a pulled entry.
How Regional Rules Move the Sampling and Bulk Window
Regional rules move the calendar in four places, none of them the 35-50 day bulk window.
- Testing precedes cutting. A REACH or Proposition 65 result comes from the material lot; booking after approval is how a slot slips two weeks.
- Artwork is a gate. Japanese composition text, Arabic labelling and origin marks are approved with the sample.
- Transit sits outside the window. Add 14-20 days to the United States West Coast, 28-38 to Northern Europe, 12-18 to eastern Australia, 2-5 to Busan.
- Holidays compress sailings. Terminal closing periods bite hardest on short routes, where a missed sailing costs a week.
Fix the date backwards: subtract the transit band, 3-6 days for inspection and export handling, then the 35-50 day bulk window. Sydney leaves more slack than Hamburg on the same order, as the lead time breakdown shows.

Frequently Asked Questions
What does FOB Xiamen actually cover?
Under FOB Xiamen, cartons are delivered on board the vessel at Xiamen. Export declaration, trucking and terminal handling sit on this side. Main carriage, marine insurance, import entry, duty and inland delivery from the load port belong to you and your broker.
When does consolidation beat a full container?
Consolidation, or LCL, is available from 1 cbm and is cheaper below roughly 12-15 cbm. Above that, a 20ft container with about 28 cbm of usable space usually costs less per carton. A 500-piece run packs into 3-5 cbm, so most first orders consolidate.
What testing is prepared for the European Union?
Testing follows REACH (EC 1907/2006) Annex XVII: chromium VI in leather to ISO 17075, azo dyes, nickel release and phthalates, run by component on an independent laboratory basis. Candidate-list screening is added where a retailer asks. Book the test against the same component set approved for bulk, and name the destination market before sampling starts, so the report matches the shipment you receive.
How is EUDR handled for bovine leather?
Regulation (EU) 2023/1115 attaches obligations to the operator placing cattle-derived goods on the European Union market. Where bovine leather is used, the tannery traceability record is the document to request. Your importing entity is the operator of record; no registration is claimed.
What is required for California Proposition 65?
Hardware, coated trim and dyed components are reviewed against safe-harbour levels for listed substances by a third-party laboratory. The deliverable is a written review naming the laboratory, the method, the sample and the date, not a certificate number. Run that review at quotation stage: metal finishes are the most common source of exceedances.
Does CPSIA apply to handbags?
CPSIA applies where a bag is marketed to children: lead and phthalate limits plus a permanent tracking label. Adult handbags fall outside the children's-product provisions, so the distinction belongs in the brief rather than being assumed at quotation stage. State the intended user group in the RFQ and only the correct limit set gets quoted and tested.
Which gateways and transit times should be planned for?
Los Angeles and Long Beach run 14-20 days from Xiamen, New York and Savannah 28-35 days, Rotterdam and Hamburg 28-38 days, Felixstowe and Southampton 30-40 days, Sydney and Melbourne 12-18 days, Busan 2-5 days and Jebel Ali 18-25 days. Those are port-to-port sailing windows; add clearance, inland haulage and peak-season blank sailings when you set a launch date.
Do you hold registrations in any of these markets?
No. Nothing here registers you, your importer or your brand in any market, and no certificate number is issued on your behalf. What is supplied is documentation a broker or retail buyer can check: test reports, audit references and traceability records.
Is there an office or warehouse outside China?
No. The team works from Quanzhou in Fujian and goods ship FOB Xiamen, with CIF and DDP quoted through your nominated forwarder. Nothing is stocked overseas, and finished cartons are handed to that forwarder. Sample courier transit is quoted separately and normally runs three to six days to major markets, tracked door to door.
How far ahead should a regional launch be booked?
Work backwards from the date goods must land. Subtract the transit band for the region, then 3-6 days for inspection and export handling, then the 35-50 day bulk window. What remains is the latest date the brief can be signed.
People Also Ask
How long does sea freight take from Xiamen to the United States?
Fourteen to twenty days to Los Angeles or Long Beach, and twenty-eight to thirty-five days to New York or Savannah. Add three to six days for inspection and export handling.
What is the smallest volume that can ship as consolidation?
Consolidation is available from 1 cbm. Below about 2 cbm the fixed documentation charges dominate the bill, and above roughly 12-15 cbm a 20ft container is usually the cheaper option.
Which documents are needed to import handbags into the European Union?
Commercial invoice, packing list, bill of lading and REACH test reports covering chromium VI to ISO 17075 plus the relevant Annex XVII entries. EORI details come from your importing entity.
Does Proposition 65 apply to every handbag?
Proposition 65 is a California statute, not a federal product standard. It applies to listed substances, so hardware, trim and dyes are reviewed wherever the bag is sold in the state.
